The Rule of Law, Chaos, and Whimsy
While Rules-Based Systems can indeed be Chaotic (in the mathematical sense of the term), they can indeed pivot dramatically on minuscule details which are otherwise relevant.
But Chaos cannot pivot on pure Whimsy. Now there is something that can manifestly pivot on Whimsy, and that's the Arts. There's nothing wrong with an Artist acting on Whimsy, as one is free to regard or disregard the Arts as governing one's personal freedom or future behavior
But something as significant as the Rule of Law cannot be subject to mere Whimsy, and I expect those who are in the business of managing the application of the Rule of Law will rebel against the practice of governing a society on the basis of one individual's personal Whimsy.
